Main Objectives of FMIRO

  • To establish, maintain, conduct, control and manage training programmes in particular establish centre for training of Nautical and Engineering officers for the Merchant Marine in Mumbai or other places or places in India and promote and provide for technical and nautical education of Indian nationality irrespective of cast, creed, community, colour or religion.
     
  • For the purpose aforesaid, to acquire, possess, land and property as may be necessary;
     
  • To promote and provide training for Deck, Engine and catering ratings for sea career.

Since inception FOSMA has several feathers to its cap. Some of them being

  • To keep in abeyance implementation of an amendment to the Merchant Shipping Act , wherein it was mandatory for Indian officers to work on Indian flag vessels for a stipulated number of years, before they could seek employment on foreign flag.
     
  • To bridge the gap and provide an impetus to the high quality demanded by Foreign Principals, Fosma Members appealed to them to provide financial assistance to carry out additional training. To provide a vehicle for this assistance the Institute of Nautical and Engineering Studies (INES) a charitable trust was formed on 26/5/1990.

Foreign Principals employing Indian seafarers would contribute US dollars 10 per month per seafarer employed towards the fund to be used for the training activities.

As the International Maritime Legislation changes demanded more and more training for seafarers, the principals desire to play an active and indirect role in running of Fosma’s training initiative. A body known as FOSMA MARITIME INSTITUTE AND RESEARCH ORGANIZATION was incorporated under the companies Act 19 56 (section 25 company).

On incorporation of FMIRO, the objectives amongst others was primarily to take over the entire management staff assets, liabilities of the existing trust INES, and INES to be made defunct in accordance with applicable law.
